بِسْمِ ٱللَّهِ ٱلرَّحْمَـٰنِ ٱلرَّحِيمِ
Bismi All a hi a l rra h m a ni a l rra h eem i
IN THE NAME OF GOD, THE MOST GRACIOUS, THE DISPENSER OF GRACE:1

According to most of the authorities, this invocation (which occurs at the beginning of every surah with the exception of surah 9) constitutes an integral part of "The Opening" and is, therefore, numbered as verse {1}. In all other instances, the invocation "in the name of God" precedes the surah as such, and is not counted among its verses. - Both the divine epithets rahman and rahim are derived from the noun rahmah, which signifies "mercy", "compassion", "loving tenderness" and, more comprehensively, "grace". From the very earliest times, Islamic scholars have endeavoured to define the exact shades of meaning which differentiate the two terms. The best and simplest of these explanations is undoubtedly the one advanced by Ibn al-Qayyim (as quoted in Manar I,48): the term rahman circumscribes the quality of abounding grace inherent in, and inseparable from, the concept of God's Being, whereas rahim expresses the manifestation of that grace in, and its effect upon, His creation - in other words, an aspect of His activity.

The Arabic words "Rahman" and "Rahim" translated "Most Gracious" and "Most Merciful" are both intensive forms referring to different aspects of God's attribute of Mercy. The Arabic intensive is more suited to express God's attributes than the superlative degree in English. The latter implies a comparison with other beings, or with other times or places, while there is no being like unto God, and He is independent of Time and Place. Mercy may imply pity, long-suffering, patience, and forgiveness, all of which the sinner needs and God Most Merciful bestows in abundant measure. But there is a Mercy that goes before even the need arises, the Grace which is ever watchful, and flows from God Most Gracious to all His creatures, protecting the, preserving them, guiding them, and leading them to clearer light and higher life. For this reason the attribute Rahman (Most Gracious) is not applied to any but God, but the attribute Rahim (Merciful), is a general term, and may also be applied to Men. To make us contemplate these boundless gifts of God, the formula: "In the name of God Most Gracious, Most Merciful": is placed before every Sura of the Qur-an (except the ninth), and repeated at the beginning of every act by the Muslim who dedicates his life to God, and whose hope is in His Mercy.

غُلِبَتِ ٱلرُّومُ Ghulibati a l rroom u
DEFEATED have been the Byzantines

The remarkable defeats of the Roman Empire under Heraclius and the straits to which it was reduced are reviewed in Appendix No. 6 (to follow this Sura). It was not merely isolated defeats; the Roman Empire lost most of its Asiatic territory and was hemmed in on all sides at its capital, Constantinople. The defeat, "in a land close by" must refer to Syria and Palestine, Jerusalem was lost in 614-15 A.D., shortly before this Sura was revealed.

فِىٓ أَدْنَى ٱلْأَرْضِ وَهُم مِّنۢ بَعْدِ غَلَبِهِمْ سَيَغْلِبُونَ Fee adn a alar d i wahum min baAAdi ghalabihim sayaghliboon a
in the lands close-by; yet it is they who, notwithstand-ing this their defeat, shall be victorious

The Pagan Quraish of Makkah rejoiced at the overthrow of Rome by Persia. They were pro-Persian, and in their heart of hearts they hoped that the nascent movement of Islam, which at that time was, from a worldly point of view, very weak and helpless, would also collapse under their persecution. But they misread the true Signs of the times. They are told here that they would soon be disillusioned in both their calculations, and it actually so happened at the battle of Issus in 622 (the year of Hijrat) and in 624, when Heradius carried his campaign into the heart of Persia (see Appendix No: 6) and the Makkan Quraish were beaten off at Badr.

30:4
فِى بِضْعِ سِنِينَ ۗ لِلَّهِ ٱلْأَمْرُ مِن قَبْلُ وَمِنۢ بَعْدُ ۚ وَيَوْمَئِذٍ يَفْرَحُ ٱلْمُؤْمِنُونَ Fee bi d AAi sineena lill a hi alamru min qablu wamin baAAdu wayawmai th in yafra h u almuminoon a
within a few years: [for] with God rests all power of decision, first and last.2 And on that day will the believers [too, have cause to] rejoice

Lit., "before and after". The defeats and victories spoken of above relate to the last phases of the centuries-long struggle between the Byzantine and Persian Empires. During the early years of the seventh century the Persians conquered parts of Syria and Anatolia, "the lands close-by", i.e., near the heartland of the Byzantine Empire; in 613 they took Damascus, and in 614, Jerusalem; Egypt fell to them in 615-16, and at the same time they laid siege to Constantinople itself. At the time of the revelation of this surah - about the seventh year before the hijrah, corresponding to 615 or 616 of the Christian era - the total destruction of the Byzantine Empire seemed imminent. The few Muslims around the Prophet were despondent on hearing the news of the utter discomfiture of the Byzantines, who were Christians and, as such, believed in the One God. The pagan Quraysh, on the other hand, sympathized with Persians who, they thought, would vindicate their own opposition to the One-God idea. When Muhammad enunciated the above Qur'an-verses predicting a Byzantine victory "within a few years", this prophecy was received with derision by the Quraysh. Now the term bid' (commonly rendered as "a few") denotes any number between three and ten; and, as it happened, in 622 - i.e., six or seven years after the Qur'anic prediction - the tide turned in favour of the Byzantines. In that year, Emperor Heraclius succeeded in defeating the Persians at Issus, south of the Taurus Mountains, and subsequently drove them out of Asia Minor. By 624, he carried the war into Persian territory and thus put the enemy on the defensive; and in the beginning of December, 626, the Persian armies were completely routed by the Byzantines.

 This Meccan sûrah takes its name from the reference to the Romans in verse 2. The world’s superpowers in the early 7th century were the Roman Byzantine and Persian Empires. When they went to war in 614 C.E., the Romans suffered a devastating defeat. The Meccan pagans rejoiced at the defeat of the Roman Christians at the hands of the Persian pagans. Soon verses 30:1-5 were revealed, stating that the Romans would be victorious in three to nine years. Eight years later, the Romans won a decisive battle against the Persians, reportedly on the same day the Muslims vanquished the Meccan army at the Battle of Badr.

Within ten years Allah's is the command in the former case and in the latter and in that day believers will rejoice

Bidh'un in the text means a short period-a period of from three to nine years. The period between the loss of Jerusalem (614-15) by the Romans and their victory at Issus (622) was seven years, and that to the penetration of Persia by Heraclius was nine years. See last note.

The battle of Badr (2 A.H. = 624 A.D.) was a real time of rejoicing for the Believers and a time of disillusionment for the arrogant Quraish, who thought that they could crush the whole movement of Islam in Madinah as they had tried to do in Makkah. but they were signally repulsed. 30:5
بِنَصْرِ ٱللَّهِ ۚ يَنصُرُ مَن يَشَآءُ ۖ وَهُوَ ٱلْعَزِيزُ ٱلرَّحِيمُ Bina s ri All a hi yan s uru man yash a o wahuwa alAAazeezu a l rra h eem u
in God's succour:3 [for] He gives succour to whomever He wills, since He alone is almighty, a dispenser of grace.

This is a prediction of the battle of Badr, which was to take place eight or nine years later, in the month of Ramadan, 2 H. (corresponding to January, 624, of the Christian era), when the Muslims decisively defeated a very much superior force of pagan Quraysh (see introductory note to surah {8}). The expression "on that day" has in this context the meaning of "at the same time", for although the battle of Badr began and ended on one day, the victories of Heraclius over the Persians took some years to materialize.

for the victory of the Romans as well as their own victory against the pagans with the help of Allah. He helps whom He pleases and He is the All-Mighty, the Most Merciful.

"Whom He will." As explained elsewhere, Allah's Will or Plan is not arbitrary: it is full of the highest wisdom. His Plan is formed in mercy, so as to safeguard the interests of all his creatures, against the selfish aggrandizement of any section of them. And He is able to carry out His Plan in full, and there is no power that can stop or delay His Plan.

وَعْدَ ٱللَّهِ ۖ لَا يُخْلِفُ ٱللَّهُ وَعْدَهُۥ وَلَـٰكِنَّ أَكْثَرَ ٱلنَّاسِ لَا يَعْلَمُونَ WaAAda All a hi l a yukhlifu All a hu waAAdahu wal a kinna akthara a l nn a si l a yaAAlamoon a
[This is] God's promise. Never does God fail to fulfil His promise - but most people know [it] not:

This is the promise of Allah and Allah never breaks His promise; but most people do not know.

'This is' the promise of Allah. 'And' Allah never fails in His promise. But most people do not know.

It is a promise of Allah. Allah faileth not His promise, but most of mankind know not.

The promise refers to the Decision of all things by the Command of Allah, Who will remove all troubles and difficulties from the path of His righteous Believers, and help them to rejoice over the success of their righteous Cause. This refers to all times and all situations. The righteous should not despair in their darkest moments, for Allah's help will come. Ordinarily men are puffed up if they score a seeming temporary success against the righteous, and do not realize that Allah's Will can never be thwarted.

30:7
يَعْلَمُونَ ظَـٰهِرًا مِّنَ ٱلْحَيَوٰةِ ٱلدُّنْيَا وَهُمْ عَنِ ٱلْـَٔاخِرَةِ هُمْ غَـٰفِلُونَ YaAAlamoona th a hiran mina al h ay a ti a l dduny a wahum AAani al a khirati hum gh a filoon a
they know but the outer surface of this world's life, whereas of the ultimate thinas they are utterly unaware.4

The term al-akhirah circumscribes, in this context. both the inner reality of this world's life and the ultimate reality of the hereafter.

They only know the outward show of this world's life, but they are heedless about the life to come.

Men are misled by the outward show of things, though the inner reality may be quite different. Many seeming disasters are really godsends if we only understood.

30:8
أَوَلَمْ يَتَفَكَّرُوا۟ فِىٓ أَنفُسِهِم ۗ مَّا خَلَقَ ٱللَّهُ ٱلسَّمَـٰوَٰتِ وَٱلْأَرْضَ وَمَا بَيْنَهُمَآ إِلَّا بِٱلْحَقِّ وَأَجَلٍ مُّسَمًّى ۗ وَإِنَّ كَثِيرًا مِّنَ ٱلنَّاسِ بِلِقَآئِ رَبِّهِمْ لَكَـٰفِرُونَ Awalam yatafakkaroo fee anfusihim m a khalaqa All a hu a l ssam a w a ti wa a lar d a wam a baynahum a ill a bi a l h aqqi waajalin musamman wainna katheeran mina a l nn a si biliq a i rabbihim lak a firoon a
Have they never learned to think for them-selves?5 God has not created the heavens and the earth and all that is between them without [an inner] truth and a term set [by Him]:6 and yet, behold, there are many people who stubbornly deny the truth that they are destined to meet their Sustainer!

Lit., "Have they never thought within themselves?"

I.e., in contrast to God, who is eternal and unlimited, everything created is limited and subject to change and termination. As regards my rendering of illa bi'l-haqq (lit., "otherwise than with [or "in"] truth") as "without [an inner] truth", see note [11] on the second sentence of 10:5 .

Have they not considered in their own minds that Allah created the heavens and the earth and all that lies between them for a just reason and for a specified time? But the truth is that many among mankind do not believe in the meeting with their Rabb (the Day of Resurrection)!

Have they not reflected upon their own being? Allah only created the heavens and the earth and everything in between for a purpose and an appointed term. Yet most people are truly in denial of the meeting with their Lord!

Have they not pondered upon themselves? Allah created not the heavens and the earth, and that which is between them, save with truth and for a destined end. But truly many of mankind are disbelievers in the meeting with their Lord.

Do they not reflect in their own minds? Not but for just ends and for a term appointed did Allah create the heavens and the earth and all between them: yet are there truly many among men who deny the meeting with their Lord (at the Resurrection)! 3513 3514

f. xv. 85. Here the argument is about the ebb and flow of worldly power, and the next clause is appropriately added, "and for a term appointed". Let not any one who is granted worldly power or advantage run away with the notion that it is permanent. It is definitely limited in the high Purpose of Allah, which is just and true. And an account will have to be given of it afterwards on basis of strict personal responsibility.

It is therefore all the more strange that there should be men who not only forget themselves but even deny that there is a return to Allah or an End or Hereafter, when a full reckoning will be due for this period of probation. They are asked to study past history, as in the next verse.

30:9
أَوَلَمْ يَسِيرُوا۟ فِى ٱلْأَرْضِ فَيَنظُرُوا۟ كَيْفَ كَانَ عَـٰقِبَةُ ٱلَّذِينَ مِن قَبْلِهِمْ ۚ كَانُوٓا۟ أَشَدَّ مِنْهُمْ قُوَّةً وَأَثَارُوا۟ ٱلْأَرْضَ وَعَمَرُوهَآ أَكْثَرَ مِمَّا عَمَرُوهَا وَجَآءَتْهُمْ رُسُلُهُم بِٱلْبَيِّنَـٰتِ ۖ فَمَا كَانَ ٱللَّهُ لِيَظْلِمَهُمْ وَلَـٰكِن كَانُوٓا۟ أَنفُسَهُمْ يَظْلِمُونَ Awalam yaseeroo fee alar d i fayan th uroo kayfa k a na AA a qibatu alla th eena min qablihim k a noo ashadda minhum quwwatan waath a roo alar d a waAAamarooh a akthara mimm a AAamarooh a waj a athum rusuluhum bi a lbayyin a ti fam a k a na All a hu liya th limahum wal a kin k a noo anfusahum ya th limoon a
Have they, then, never journeyed about the earth and beheld what happened in the end to those [deniers of the truth] who lived before their time? Greater were they in power than they are; and they left a stronger impact on the earth, and built it up even better7 than these [are doing]; and to them [too] came their apostles with all evidence of the truth: and so, [when they rejected the truth and thereupon perished,] it was not God who wronged them, but it was they who had wronged themselves.

Lit., "more". The phrase can also be rendered as "peopled it [or "dwelt in it"] in great numbers".

Have they not traveled through the earth and seen what was the end of those before them? They were superior in strength than these; they tilled the soil and built on it more than these have ever built. There came to them their Rasools with clear signs (but they rejected them to the detriment of their own destruction): it was not Allah Who wronged them, but they wronged their own souls.

Have they not travelled throughout the land to see what was the end of those 'destroyed' before them? They were far superior in might; they cultivated the land and developed it more than these 'Meccans' ever have. Their messengers came to them with clear proofs. Allah would have never wronged them, but it was they who wronged themselves.

Have they not travelled in the land and seen the nature of the consequence for those who were before them? They were stronger than these in power, and they dug the earth and built upon it more than these have built. Messengers of their own came unto them with clear proofs (of Allah's Sovereignty). Surely Allah wronged them not, but they did wrong themselves.

Let not any generation think that it is superior to all that went before it. We may be "heirs to all the ages, in the foremost files of times." That is no reason for arrogance, but on the contrary adds to our responsibility. When we realize what flourishing cities and kingdoms existed before, how they flourished in numbers and prosperity, what chances they were given, and how they perished when they disobeyed the law of Allah, we shall feel a sense of humility, and see that it was rebellion and self-will that brought them down. Allah was more than just. He was also merciful. But they brought about their own ruin.

30:10
ثُمَّ كَانَ عَـٰقِبَةَ ٱلَّذِينَ أَسَـٰٓـُٔوا۟ ٱلسُّوٓأَىٰٓ أَن كَذَّبُوا۟ بِـَٔايَـٰتِ ٱللَّهِ وَكَانُوا۟ بِهَا يَسْتَهْزِءُونَ Thumma k a na AA a qibata alla th eena as a oo a l ssoo a an ka thth aboo bi a y a ti All a hi wak a noo bih a yastahzioon a
And once again:8 evil is bound to be the end of those who do evil by giving the lie to God's messages and deriding them.

Evil was the outcome for those who committed evil, rejected the revelations of Allah and kept ridiculing them!

Then most evil was the end of the evildoers for denying and mocking the signs of Allah.

Then evil was the consequence to those who dealt in evil, because they denied the revelations of Allah and made a mock of them.

The Arabic superlative feminine, referring to the feminine noun Aqibat, I have translated by "Evil". In this life good and evil may seem to be mixed up, and it may be that some things or persons that are evil get what seem to be good rewards or blessings, while the opposite happens to the good. But this is only a temporary appearance. In the long run Evil will have its own evil consequences, multiplied cumulatively. And this, because evil not only rejected Allah's Message of Good but laughed at Good and misled others.

30:11
ٱللَّهُ يَبْدَؤُا۟ ٱلْخَلْقَ ثُمَّ يُعِيدُهُۥ ثُمَّ إِلَيْهِ تُرْجَعُونَ All a hu yabdao alkhalqa thumma yuAAeeduhu thumma ilayhi turjaAAoon a
GOD CREATES [man] in the first instance, and then brings him forth anew:9 and, in the end, unto Him you all will be brought back.

It is Allah Who originates creation; then repeats it, and then to Him you shall be brought back.

It is Allah Who begins (the process of) creation; then repeats it; then shall ye be brought back to Him. 3517

Nothing exists of its own accord or fortuitously. It is Allah Who originates all creation. What appears to be death may be only transformation: for Allah can and does recreate. And His creative activity is continuous. Our death is but a phenomenal event. What we become after death is the result of a process of recreation by Allah, Who is both the source and the goal of all things. When we are brought back to him, it will be as conscious and responsible beings, to receive the consequences of our brief life on this earth.

30:12
وَيَوْمَ تَقُومُ ٱلسَّاعَةُ يُبْلِسُ ٱلْمُجْرِمُونَ Wayawma taqoomu a l ss a AAatu yublisu almujrimoon a
And when the Last Hour dawns, those who were lost in sin will be broken in spirit:
  - Mohammad Asad
On the Day when the Hour of Judgement will be established, the criminals shall be in despair.

On the Day the Hour will arrive, the wicked will be dumbstruck.

And in the day when the Hour riseth the righteous will despair.

On the Day that the Hour will be established the guilty will be struck dumb with despair. 3518

The Hour will be established: in due time the Hour will come when Judgment will be established, and the seeming disturbance of balance in this world will be redressed. Then the Good will rejoice, and the Guilty, faced with the Realities, will lose all their illusions and be struck dumb with despair.

30:13
وَلَمْ يَكُن لَّهُم مِّن شُرَكَآئِهِمْ شُفَعَـٰٓؤُا۟ وَكَانُوا۟ بِشُرَكَآئِهِمْ كَـٰفِرِينَ Walam yakun lahum min shurak a ihim shufaAA a o wak a noo bishurak a ihim k a fireen a
for they will have no intercessors in the beings to whom they were wont to ascribe a share in God's divinity,10 seeing that [by then] they themselves will have ceased to believe in their erstwhile blasphemous fancies.11

Lit., "among their [God-]partners" (see surah {6}, note [15]).

Lit., "they will have rejected those [God-]partners of theirs".

None of their shoraka' (gods which they had set up besides Allah), will be there to intercede for them and they themselves will disown their shoraka'.

There will be no intercessors for them from among their associate-gods, and they will 'totally' deny their associate-gods.

There will be none to intercede for them of those whom they made equal with Allah. And they will reject thee partners (whom they ascribed unto Him).

No intercessor will they have among their "Partners" and they will (themselves) reject their "Partners." 3519

False worship will then appear in its true colors. Anything to which we offered the worship due to Allah alone, will vanish instead of being of any help. Indeed the deluded false worshipers, whose eyes will now be opened, will themselves reject their falsehoods, as the Truth will now shine with unquestioned splendor.

وَيَوْمَ تَقُومُ ٱلسَّاعَةُ يَوْمَئِذٍ يَتَفَرَّقُونَ Wayawma taqoomu a l ss a AAatu yawmai th in yatafarraqoon a
And when the Last Hour dawns - on that Day will all [men] be sorted out:

On that Day when the Hour of Judgement will be established, mankind will be sorted out.

And on the Day the Hour will arrive, the people will then be split 'into two groups'.

In the day when the Hour cometh, that day they will be sundered.

In the fullness of time good and evil will all be sorted out and separated. The good will reach their destination of felicity in rich and luscious, well-watered meadows, which stand as the type of all that is fair to see and pleasant to feel. The evil will no longer imagine that they are enjoying good fortune, for the testing time will be over, and the grim reality will stare them in the face. They will receive their just Punishment.

فَأَمَّا ٱلَّذِينَ ءَامَنُوا۟ وَعَمِلُوا۟ ٱلصَّـٰلِحَـٰتِ فَهُمْ فِى رَوْضَةٍ يُحْبَرُونَ Faamm a alla th eena a manoo waAAamiloo a l ssa li ha ti fahum fee raw d atin yu h baroon a
as for those who attained to faith and did righteous deeds, they shall be made happy in a garden of delight;

Those who have embraced the faith and have done good deeds shall be made happy in a garden of paradise.

As for those who believed and did good, they will be rejoicing in a Garden.

As for those who believed and did good works, they will be made happy in a Garden.

Then those who have believed and worked righteous deeds shall be made happy in a Mead of Delight.
