إِنْ هُوَ إِلَّا وَحْىٌ يُوحَىٰ
In huwa ill a wa h yun yoo ha that [which he conveys to you] is but [a divine] inspiration with which he is being inspired -

This Qur'an is but an inspired revelation.

It is only a revelation sent down 'to him'.
