وَحَسِبُوٓا۟ أَلَّا تَكُونَ فِتْنَةٌ فَعَمُوا۟ وَصَمُّوا۟ ثُمَّ تَابَ ٱللَّهُ عَلَيْهِمْ ثُمَّ عَمُوا۟ وَصَمُّوا۟ كَثِيرٌ مِّنْهُمْ ۚ وَٱللَّهُ بَصِيرٌۢ بِمَا يَعْمَلُونَ
Wa h asiboo all a takoona fitnatun faAAamoo wa s ammoo thumma t a ba All a hu AAalayhim thumma AAamoo wa s ammoo katheerun minhum wa A ll a hu ba s eerun bim a yaAAmaloon a
thinking that no harm would befall them; and so they became blind and deaf [of heart]. Thereafter God accepted their repentance: and again many of them became blind and deaf. But God sees all that they do.

They thought no affliction would follow; so they acted blind and deaf. Yet Allah, in extreme mercy, accepted their repentance, but again many acted blind and deaf towards the message of Allah. Allah is observant of their actions.
  - Muhammad Farooq-i-Azam Malik
They thought there would be no consequences, so they turned a blind eye and a deaf ear. Yet Allah turned to them in forgiveness 'after their repentance', but again many became blind and deaf. And Allah is All-Seeing of what they do.
  - Mustafa Khattab
They thought no harm would come of it, so they were willfully blind and deaf. And afterward Allah turned (in mercy) toward them. Now (even after that) are many of them willfully blind and deaf. Allah is Seer of what they do.
  - Marmaduke Pickthall
They thought there would be no trial (or punishment); so they became blind and deaf: yet Allah (in mercy) turned to them: yet again many of them became blind and deaf. But Allah sees well all that they do. 781
  - Abdullah Yusuf Ali

That is, they turned away their eyes from Allah's Signs and they turned a deaf ear to Allah's Message.
