وَأَنَّهُۥ هُوَ أَضْحَكَ وَأَبْكَىٰ
Waannahu huwa a dh aka waabk a
and that it is He alone who causes [you] to laugh and to weep;

that it is He Who grants laughter and tears,

Moreover, He is the One Who brings about joy and sadness.1
