قَدْ مَكَرَ ٱلَّذِينَ مِن قَبْلِهِمْ فَأَتَى ٱللَّهُ بُنْيَـٰنَهُم مِّنَ ٱلْقَوَاعِدِ فَخَرَّ عَلَيْهِمُ ٱلسَّقْفُ مِن فَوْقِهِمْ وَأَتَىٰهُمُ ٱلْعَذَابُ مِنْ حَيْثُ لَا يَشْعُرُونَ
Qad makara alla th eena min qablihim faat a All a hu buny a nahum mina alqaw a AAidi fakharra AAalayhimu a l ssaqfu min fawqihim waat a humu alAAa tha bu min h aythu l a yashAAuroon a
Those who lived before them did, too, devise many a blasphemy19 - whereupon God visited with destruction all that they had ever built,20 [striking] at its very foundations, so that the roof fell in upon them from above,21 and suffering befell them without their having perceived whence it came.

Lit., "their building" (see next note).

Lit., "schemed" (makara): i.e., they blasphemed by describing the divine revelations as "fables of ancient times" and by refusing to admit the truth of God's existence or of His oneness and uniqueness.

This is obviously a metaphor (Razi) describing the utter collapse of all endeavours - both individual and social - rooted in godlessness and false pride.

Those before them also plotted against the Truth, but Allah shook their edifice through its foundation, and its roof caved in on them; and the torment came at them from where they did not even suspect.

Indeed, those before them had plotted, but Allah struck at the 'very' foundation of their structure, so the roof collapsed on top of them, and the torment came upon them from where they did not expect.1

 This verse refers to a tyrant king who ordered the building of a tower so he can reach the heavens and fight Allah and the angels. Eventually the tower collapsed, leaving the tyrant crushed.

Those before them plotted, so Allah struck at the foundations of their building, and then the roof fell down upon them from above them, and the doom came on them whence they knew not;

Those before them did also plot (against Allah's Way): but Allah took their structures from their foundations and the roof fell down on them from above; and the Wrath seized them from directions they did not perceive. 2049

Evil will always devise plots against the Prophets of Allah. So was it with Al-Mustafa, and so was it with the Prophets before him. But the imposing structures which the ungodly build up (metaphorically) collapse at the Command of Allah, and they are often punished from quarters from which they least expected punishment. For example, the Quraish were confident in their numbers, their organisations, and their superior equipment. But on the field of Badr they collapsed where they expected victory.
