Surah 27. An-Naml, Ayah 47

قَالُوا۟ ٱطَّيَّرْنَا بِكَ وَبِمَن مَّعَكَ ۚ قَالَ طَـٰٓئِرُكُمْ عِندَ ٱللَّهِ ۖ بَلْ أَنتُمْ قَوْمٌ تُفْتَنُونَ Qur’an An-Naml (27:47)
Q a loo i tt ayyarn a bika wabiman maAAaka q a la ta irukum AAinda All a hi bal antum qawmun tuftanoon a
They answered: "We augur evil from thee and those that follow thee!"45 Said he: "Your destiny, good or evil, rests with God:46 yea, you are people undergoing a test!"

Sc., "who has tied every human being's destiny (ta'ir) to his neck": see 17:13 and the corresponding note [17].

They said: "We consider you and your companions a sign of bad luck." He said: "Your luck is with Allah; in fact, you are a people under trial."

They replied, 'You and your followers are a bad omen for us.'1 He responded, 'Your omens are destined by Allah. In fact, you are 'only' a people being tested.'

 They were struck with famine, which they blamed on Ṣâliḥ and his followers.

They said: We augur evil of thee and those with thee. He said: Your evil augury is with Allah. Nay, but ye are folk that are being tested.

They said: "Ill omen do we augur from thee and those that are with thee." He said: "Your ill omen is with Allah; yea ye are a people under trial." 3285

All evil unpunished is not evil condoned, but evil given a chance for reform. They are on trial, by the mercy of Allah. What they call "ill omen" is really the just punishment for their ill-deeds, and that punishment rests with Allah.
