وَرُسُلًا قَدْ قَصَصْنَـٰهُمْ عَلَيْكَ مِن قَبْلُ وَرُسُلًا لَّمْ نَقْصُصْهُمْ عَلَيْكَ ۚ وَكَلَّمَ ٱللَّهُ مُوسَىٰ تَكْلِيمًا
Warusulan qad qa s a s n a hum AAalayka min qablu warusulan lam naq s u s hum AAalayka wakallama All a hu moos a takleem a n
and as [We inspired other] apostles whom We have mentioned to thee ere this,179 as well as apostles whom We have not mentioned to thee; and as God spoke His word unto Moses:

I.e., before the revelation of this surah.

Revelations were also sent to those Rasools whom We have already mentioned to you and to those whose name We have not mentioned; to Musa Allah spoke directly.

There are messengers whose stories We have told you already and others We have not. And to Moses Allah spoke directly.

And messengers We have mentioned unto thee before and messengers We have not mentioned unto thee; and Allah spake directly unto Moses;

Of some Apostles We have already told thee the story; of others We have not; and to Moses Allah spoke direct. 670

Allah spoke to Moses on Mount Sinai. Hence the title of Moses in Muslim theology: Kalim-ullah: the one to whom Allah spoke.
