أَوَلَمْ يَرَوْا۟ أَنَّ ٱللَّهَ ٱلَّذِى خَلَقَ ٱلسَّمَـٰوَٰتِ وَٱلْأَرْضَ وَلَمْ يَعْىَ بِخَلْقِهِنَّ بِقَـٰدِرٍ عَلَىٰٓ أَن يُحْـِۧىَ ٱلْمَوْتَىٰ ۚ بَلَىٰٓ إِنَّهُۥ عَلَىٰ كُلِّ شَىْءٍ قَدِيرٌ Qur’an Al-Ahqaf (46:33)Awalam yaraw anna Allaha allathee khalaqa alssamawati waalarda walam yaAAya bikhalqihinna biqadirin AAala an yuhyiya almawta bala innahu AAala kulli shayin qadeerun
This is apparently an allusion to the Qur'anic doctrine that God's creative activity is continuous and unending.
Or never failed in creating them.
Cf. ii. 255 (Verse of the Throne): "His Throne doth extend over the heavens and the earth, and He feeleth no fatigue in guarding and preserving them." He Whose power is constant and unwearied in creating and preserving all things in heaven and earth can surely give life to the dead at the Resurrection.
