لَقَدْ حَقَّ ٱلْقَوْلُ عَلَىٰٓ أَكْثَرِهِمْ فَهُمْ لَا يُؤْمِنُونَ
Asad Quran Translation
Indeed, the word [of God's condemnation] is bound to come true5
against most of them: for they will not believe.
Lit., "has come true", the past tense indicating the inevitability of its "coming true" - i.e., taking effect.

In fact the Word has been proved true against most of them who are arrogant; so they do not believe.

The Word is proved true against the greater part of them; for they do not believe. 3947

If people deliberately and obstinately refuse "to believe", i.e., to receive guidance and admonition, the result must be that Allah's grace and mercy are withdrawn from them. Their own perversity inevitably blocks up all channels for their correction.
